Hmmm, my suggestions would be:
Make the dress flow more naturally-
Add pupils to the eyes-
Make shaded areas darker-
Add more shaded areas in general-
Give definition to the hair by shading.
Thats what I would say. o_o also...the white part on her dress kinda looks like hair... O_o If that isn't what your going for, I would change it...
