- yes it is the a sign and i know what you are saying but time and time agion i see shots of just signs after signs but i wanted to get another view of the sign that a lot of people dont think about and in the background is not only a small parking lot but also the dam/lock

- What's this a picture of, exactly? The sign? If so, you should've made the sign the focus of the shot, with the text clear and easily readable, instead of making the center of the shot the parking lot on the other side of the sign.
