It's not that strict, save that we are making sure things will work in the world. The world/plane is different from how most people are accustomed to.
Essentially magical beings, or users of magic, leave behind a metaphysical residue. This residue by nature (uncontrolled by the being or the spell) affects the laws of physics, which make machinery not work as well.
Technology, in a sense then (higher than a sword or clothing - like guns or robots or sometimes vehicles) is a lack of metaphysical residue -- a level lacking in natural nature. This lack of residue will cause magick to not work as well in an areay filled with technology because there is not that much metaphysical residue.

I don't use magic in RPs anyway so I don't know if I would fit in the world like that, but I'll see how I am feeling.

You don't have to use magick, Saverio. It's just that magic/metaphysical phenomenon don't function well in an environment with a lack of metaphyiscal residue. That kind of environment is created when tehre is a large amount of science and technology in an area.

@Sav: But in an area of really high metaphysical residue (say, for example, somewhere really religious full of lots of strong magick) technology won't work as well.

Nope, you couldn't.
A mage would innately have a fairly high metaphysical residue count because of his magick practice, while a machinist or someone who has technology would innately have a low metaphysical residue count. Both could do the opposite of what they do, but it wouldn't work well. At the same time, their own abilities wouldn't work well in an area against their abilities.
