You can find it on Onemanga, Ikigami displays a semi-bleak future where one out of a thousand people are predetermined to die in order to cause the Japanese people to appreciate life more and to stop taking it for granted. Before the law was enacted, I guess people were complacent and crime seemed to be higher.
They have around 22 chapters which is enough to understand how things work. The storyline progresses by letting us observe one of the deliverers of the death notices and follows how each person, the one who is given the death notice, spends their last day of life before dying.

Hmm...most depressing manga I've ever read is Saikano, I cried a few times through that. Not sure if this thing you're talking about could top that...

I'll let you know my opinion in three days as I now plan to read Saikano. With Ikigami, I'm just looking forward to any new chapters that are translated. Or maybe Viz has taken care of that. Hmm. Well, any new chapters that are written anyway. It's right up my alley.
