it's so you can try to buy the item for a lower price than the buy now price. Like an auction house, ya know? You want to outbid everyone else, but you don't want the price to get too high.

To see if you can get it at a lower price, but it can also go higher because someone else bids on it. It's to save money, and also a chance for the seller to get more money. But that usually never happens.
