RJ, the raccoon, is new to the neighborhood, and is kinda pushing his way into leadership. Verne, the tortoise, has been there for a long time and is the de facto leader.
RJ takes them into the suburb raiding for food, and thus the quotes above.
The "it's not like he can walk on water" means he's not perfect; RJ immediately *walks* on water (or, at least, mats on the surface of the water). ^_^
