But I personally would blame the owner more, teaching the dog certain habits...Just like a human child

The dog I live with has accidentally grabbed my hand when I was playing with her, and it's ridiculous. I have no doubt she could crush my bones. sweatdrop Luckily, she's so well socialized (and completely obedient thanks to her domineering owner x3) that it's not an issue.
My roommate is 4'10", and she controls the dog completely.
