I believe it prompts me for a password because it needs to verify that it's actually me who's changing it. When you delete your current avatar, everything that your are equipped with will automatically return to your inventory. Once that's complete, you will be shifted to a new page, asking you if you would like to go back to previous page or if you would like to change your avatar.
To the right of the avatar settings (i.e. hair color and eye color), it will give you a description about when you change your gender, it has a slot underneath it asking you for your password. That's where your password comes in.
Whew.
@Tae: Yeah, I'm hoping I can get some sort of help. One of the tests I did was to send my old account a PM and to contact a moderator, asking them if I got it or not. I also let the particular moderator I PMd about it know in brief detail wtf's going on.
