I'm currently hosting a contest in the ATG clan...
I do believe that ring drops are random actually. And rare. I don't think I've ever got a ring from garlic though.
...The prize is 5k. Why not swing by and check it out?

The only ring drops I can remember now is a heavy water balloon and an iron will ring, both from buzz saws in Bass'ken Lake.

Well, I've got more, I just don't remember what from who (I sold them all, this was before they decided to soulbind all rings)
And there actually is a stronger garlic? I've never encountered that.

This is the second time that I've seen it. The first time was when I could barely hold my own against them and it in a group, so I got dazed right away... But NOW, now I've seen it clearly. 3nodding
