It's suppose to anger the 'heavens' or something like that. I know this ritual is describing a high up place where it's windy like a mountain so her ashes can 'reach for the moon, over the people'. It probably means they'll do it on the deck of a skyscraper. Most likely one in the middle of town for the fear effect. They'll probably want to do it when it's late enough that the moon is out, but before the curfew."

I'll give you the places they usually meet, but chances are they've evacuated those places until their ritual is over. Still, there is bound to be some clues and fingerprints, and if you can get one, you might be able to find out where she is. Someone is bound to have her."
