Wave Change: First Wave must return to the Weyr! Second Wave is up!
Location: Directly over Western Hold, and the plains over the Western Continent. Any Thread that slips through will bring with it devastation on the crowded Major Hold below. While most should be indoors, the Hold is large enough that there might be those who were locked out, or unaware that it was a Threadfall day and are now well without shelter. Additionally, there are docks and ships in the ports on the eastern side of the Hold, and there are minor Holds, cotholds, and life of all stripes on the plains.
Conditions: The wind isn't getting any better, but the predicted low is moving slower than expected. While it means any storms that develop will happen later in the afternoon, it also means there will be no rain to drown Thread. Winds from the unstable air of two colliding weather fronts will make for continued rough conditions.

The winds were not dying, and any hope for rain was dashed the longer they fought. While clouds were forming well north-west of them, they were flying south-west, and would likely miss any rain that the colliding fronts would likely bring.
Perhaps that was for the best.
A heavy rain might drown Thread, but there was no guarantee conditions would remain wet enough to kill it; a mist or sprinkle wouldn't be enough, and any downpour could just as quickly end, leaving the people below without aid. It wasn't ideal, no matter how many riders might wish such a thing.
R'mor wasn't sure whether they were doing better or worse. A white had gone down, and there were many inured. Even the Queen's Wing was taking it hard, with multiple reports of injuries even so far below. P'kav was gone... and there were still two hours left.
Faranth help them all, he could only hope no one else would succumb this day.
