You have found a pack of belongings seemingly abandoned. Yet when you approach, a small child peeks out of the underbrush. This little boy is dressed for travel, and wearing the colors of Clearwater hold. He won't let you near him, and runs away when you come closer.
You aren't anywhere near the cothold, and the kid looks somewhat worse for the wear.

You have caused a diplomatic incident and need to report directly back to the Weyrleader in order to avoid serious repercussions. You pay the cotholders off but sense that more trouble is on the way
