I don't think it's coming. My guess is they consider the Cash Shop items enough and won't bother with the regular shops.
I buy all the items for this event myself and it's a lot to fund 78 gifts. This event's always been more about having fun and giving, then how costly or awesome the items are. So sorry if you don't like it, Omni. You don't want the item for that day, then you don't have to post... =P
