Quote: 65-70. A neighboring cothold has their feathers ruffled over Western's performance during Threadfall. In historic times dragonriders did not fly a Fall above the Western continent, therefore much of what you "know" about the patterns there is conjecture based off of the best that the experts can tell you about Threadfall in general, as well as Western weather patterns and experience from the past several Turns. Knowing that doesn't make explaining it to the cotholders any easier. Roll a D4 to see what happens. --1. You manage, through sheer determination and charisma to talk the cotholders around to your side of things and part ways as unlikely friends. --2. Although you try to explain why the Weyr has fallen short, your explanations just aren't up to snuff and you are instructed to take their complaints directly to the top. --3. Not completely convinced by your platitudes, the cotholders nevertheless grudgingly settle down, with promises that they will be watching during the next Fall. --4. You have caused a diplomatic incident and need to report directly back to the Weyrleader in order to avoid serious repercussions. You pay the cotholders off but sense that more trouble is on the way.

In the end, although there were certainly clues pieced together by each of the Wings, initially Hestina and R'mor were left with even more questions. Who was the little boy that Dezerac of Bronze Vedmath had seen? Had the scarf indeed belonged to the captain? Where had those footprints lead? And what had frightened the old fisherman so? Rumor had it that the boy was at last found in the weeks that followed, hiding out and pilfering food from the stores at night. It might well have continued on like that if he hadn't tried to steal food right out from underneath a firelizard's snout.
All they could get, at the last, out of the boy who had suffered from exposure and starvation, was that his parents were 'gone'. Where? No one knew. That they had been taken was clear enough, and Hestina had her suspicions. It was only when something else happened that the pieces began to fall together. That happening precipitated a near declaration of war from Tillek...
For the Southern Star had been found in the possession of pirates. Pirates, with not a sign of the passengers who had boarded weeks before, nor of the captain who had himself hailed from Tillek. Matters were tense, with demands from Tillek for the Weyrs to find those missing people. Before Western could question the pirates, however, the ship was lost again. And who knew the sea better than those who had a mind to keeping their secrets... secret?
Tillek was not satisfied, however, and a thorough search was once again conducted, this time with Tillek as the spearhead. They would find the pirates who had committed this heinous crime. The hold immediately doubled down on their anti-piracy policy, and declared that any pirate found on their search would be subject to their justice, no matter where he or she might hail from.
Clearwater Hold and Rivercrest Hold developed an animosity toward one another that dissolved the trade agreements they had previously held. The long tradition of mutual aid was, for the moment, suspended. Tensions are high with demands for the Weyr to do something about it from both sides. Western Hold sided with Clearwater, and has formed a trading embargo, keeping their goods out of Rivercrest Hold. Not, of course, that Rivercrest would ever admit to needing them.
OOC note: You didn't find all of the clues so this is what you get (for now.) Make of it what you will. Pirates and other shifty sorts will not find themselves welcome in the following areas: Tillek Hold, Western Hold, and Clearwater Hold. Western Weyr is having a bit of an issue because they harbor so many pirates within their Wings. High Reaches Weyr has many riders who once came from Tillek who may have strong opinions about this.
