Hugs also have to potential to make very uncomfortable as well. Were I to guess why it was banned, it would probably be because signs often solicit things other than what they state that they do. Kind of like "I need tickets," signs. When a stink was made over it they allowed it.
When accepting hugs (or proximity in general) from others, so long as their hygenic, my personal space begins under my first layer of skin. So long as I'm not bleeding and you shower regularly you probably haven't invaded my personal space...So hug away, I s'pose.
