It's usually the Zoras who guard this place which connects to the Zora's Domain. We're here in Lanayru Province, so this here is where the light spirit Lanayru resides as well. There are a few people who also reside here such as the professor in the Lakeside Laboratory.

He mostly does research on the lake's water to figure out its possible uses in modern medicine or something, I guess.

Yes, although there are some that are dangerous if you aren't careful, like the flesh eating skeleton fish. It's like a piranah, only made of bones.
