Unfortunately Lake Hylia and its related waterways are protected from commercial fishing interests by local area statutes sir

Ah, good. *looks at Ember* yes, well the kingdom and the Roze Empire have signed a treaty in which part of it allows the Empire to build factories on Hylian soil whenever and wherever it so pleases. Local statutes mean nothing to me.

Is that so? Unfortunately I will have to read this treaty to confirm what you have said before I can allow any such construction effort to take place. Bureaucracy and such
