Generally when large numbers of them gather together; so we have a hard time actually finding out who is responsible. It doesn't help that the local Roze authorities conduct their own internal investigations and cut us out of the loop when we inform them of these incidents
Or at least that's what I heard; I'm just a volunteer

Hmm.... *pulls a letter out of the saddle bag and hands it to Ember* Give this letter to Nabooru in the Gerudo Desert. Tell her I have requested some of her clan mates to keep a close eye on the Empire's authorities. You will find her at the entrance to the Gerudo Fortress. Can you please do that for me miss Ember?

Good, take the long path towards Lake Hylia to the west of here. You will then speak to one of the Gerudo guards and she will take you directly to the fortress. *points towards the pathway* Do you understand miss Ember?
