I'm going to go from the organisation only, but still also going to be annoyingly litteral. Lexious (I know I spelled it wrong) was physicaly the strongest in the entire organisation, and Xemnas was obviously the overall strongest. Axel and Roxas were on par with each other for the most part, what with Axel being the assassin of the organisation and roxas being the sub-hero.
