I migrated lots of pokemon from my old games umm if i start a new game for one of my old pokemon games in my ds will the pokemon i mirgrated won't be there? Because i migrated my level 100 sceptile and so regis and more pokemon so will they get lost if i start a new game?

If you start a new game, nothing is saved. Not the pokemon you migrated, not the pokemon in breeding. Absolutely everything is lost.
The only way to get around this is to transfer your valuable pokemon (and items) into another DS pokemon game.

Wait, you mean you wanted to restart your GBA game? That changes things.
All the pokemon *in your GBA game* will be lost. The ones that moved to D/P are no longer in your GBA game, hence they won't be lost.
