...doesn't it seem the registry ought show people in order of rank (as it does), but then sub-organize either by name or by posting-count? I mean, the first few pages read like a study in printing the number "0". Or is that an available feature that simply isn't enabled?

its done by rank and then order in when the user joined.

Oh, I figured that much; I was just thinking it would make more sense to make a different method or two an option as well...

Are you talking about the guild member lists? Because to my knowledge it has at least been a long time since they had any order, and that they rearrange whenever someone joins or leaves(or is dismissed).
