See if your sisters are in danger then horrible as it sounds, you really ought to be calling whatever the equivalent of FCSS or social/child services is down there. Your mom needs to know that she has to start taking responsibility as an adult and a parent and that you will not cover for her any longer.

If she truly lets her own kids starve then that goes deeper than irresponsibilty, I agree with Kals. Depending on how long she leaves them without food something has to be done. But enabling your mother isn't something you should do either. Tough love is necessary here, and if you can't get her to buy food like a reasonable person then get something else done.

What if you offered to do the grocery shopping and had your mom give you the money she would of used to buy food. That way the shopping is getting done and you didn't have to spend your savings.
