*The Scroll you seek is in the mansion of a lord in a small but powerful vilage
*It should take you a day to get there from cloud
*The village is filled with S-rank ninja
*On the way back, it should take a day to lose the enemy
and you only have enough chakra for 3 jutsu(the use of chakra is lowered from trying to get the scroll)

Uh since when? Every village I know has always had a Sannin Exam. Plus what is the Kage really going to train these people that they don't already know.

What wings said, they fought the master ninja Hanzo and after there fight he deemed them the title "Sannin" since they should such power. It not an offical title rank, we just use it in the guild. By title status Tsunade and them are just high Jonin.
