Cecil would simply create a shield to block the blast. At this point he only need to wait for his opponent to stop being a chicken and actually take the risk of getting hurt and actually fight.

After activating the level one cursed seal form, Kimimaro will begin to extend multiple bones from his body. Both from his rib cage and his radius and ulna. Because they are hard as steel (and can be as hard as hyper diamond at Kage), these bones can act as a strong defensive mechanism against incoming strikes. Due to this they will also serve as an offensive attack to allow Kimimaro to move with little effort to impale his opponent.

Your skin feels and acts like stone; it's like a hard outer shell that defends you. You can have a sword lodged into your throat but from the average ninja, it'd take many seconds to pierce all the way through. You're a moving tank. When you've mastered Senpou Kaguya, your skin becomes as tough as corundum.
• You have enhanced perception, and for good reason. Kaguya train their whole lives to dominate melee, so they are better than most others at predicting attacks and perceiving the enemy's movements.

Jutsu: Kyuutai Tate no Jutsu (Sphere Shield Technique) A to S Description: Circulating electrically charged chakra around the entire area of the body the user is now able to push this chakra out of their body forming a personal-range electric sphere of defense that covers all angles and even overhead. Anyone who is attempting to break the shield with a taijutsu attack will be given a shock capable of leaving a third degree-burn and pushed back, any type of thrown weapon is immediately blocked as well. The shield can also deflect most ninjutsu attacks. The downside of this is that the user is unable to move while the shield is active.

You needed to actually spend chakra. A chakra barrier could block it, but anything physical, say, a bone shield, would be obliterated. In this guild, chakra beats environmental. I am going to let you edit your post to actually put a chakra barrier/attack to attempt to block the attack.
After activating the Ghost Shadow technique to restore 40 of his chakra, Lucifer decided he was...tired of hiding. As the Time Destruction Escape technique wore off, Lucifer activated it for the final time, determined to end this in one fell swoop. Once his body was intangible, a use of his bloodline's sage mode--the Gloves of the Director--would create a set of eight stage lights behind him, an ethereal white mist taking shape around him as a pair of white gloves formed on his hands.
But lord no, he wasn't done. His body would begin to split, his chakra dividing evenly into two perfect bodies, each with half of his chakra supply. But what did this mean for poor Cecil?
Two super-powered, "Sage Mode" enhanced, intangible beings completely hellbent on his destruction. That's what it meant. With each body activating the final stage of the Elegance, their speed also raised to astronomical heights, surpassing even that of the ever-quick Cecil. Now, the only question was how they were going to get out of the barrier. Simple. Using his ability to shape and manipulate his barriers, Lucifer shaped the Prisoner's Cage into a sort of skin-tight armor around himself. Then, with their insane speed, the two halves would erupt from the water At a speed Cecil would find surpassing his own. From their eight stage lights each, beams that required a speed of at least 10 to consistently dodge would erupt in rapid succession. They would dart around him repeatedly, firing these lasers from all angles, using their ability to sense the movement of his chakra to predict possible dodging methods, making this assault even more deadly. The amount of chakra he would have to blow defending would drain him extremely quickly...so what would he do, in the face of an overbearing assault from two faster opponents?

Cecil would use the ultimate Kayuga jutsu. A forest of bone would sprout out into the field covering it. Then Cecil would seem to disappear somewhere into the forest. Destroying the entire forest would take quite some time wouldn't it. Another important point is that the initial sprouting of the bone forest would impale them if they didn't dodge of destroy the bone that came right beneath them.

Jutsu: • Dance of the Young Ferns S-Rank Sawarabi no Mai is the fifth of five dance forms. After activating the level two cursed seal form, Kimimaro quickly grows a multitude of tall spikes from his body to create a large forest of bone. While in this form he himself can merge into the bone trees to attack his target from whichever spike he wants.
As soon as Cecil hid in the bones underwater, the two versions of Lucifer would near-instantly move to the water, both of them using the Depth Charge technique at the same time. Given the time it would take Cecil to reemerge from the bones, depth charge would completely obliterate the bones, even with one use, so two uses would just make the water a complete and utter death zone in a matter of moments.
