Axel is definitely stronger than Roxas, but he's not as strong as some of the other Org members, like Xemnas or Saix. But he could definitely kick Demyx's sorry butt.

You realize of course that Axel got beat by Roxas and Sora *since the two are one in the same* And that Roxas was pwned by Sora since he is only a part of Sora. Sora can be reasonably weaker than anyone in the game depending on the player. *I actually know people that cant beat Demyx, sad right?*
Anywho, I voted other myself because we'll be guaranteed to see stronger foes in KH3

I think that Xaldin is more powerful. He was one of the hardest bosses in KHII, and his mastery over the element of Wind gives him powers none of the others have.
