Well, it's tough when you're a freshman, because you don't really know anyone yet. So whoever you're assigned as a roomie, do your best to be friendly. They might be into different things than you, but that doesn't mean you won't get along.
However, if you do get stuck with a roomate/roomates that don't respect your personal boundaries/needs you can always figure out a way to get re-assigned. Chances are, other students will have the same issues, and if you talk to your RA about it, you can work something out.
The best roomie I ever had in college was sooooo much different from me. She liked to go out and party and drink, but I didn't. So she'd just respect the fact that I wasn't into partying, and she'd go party elsewhere and wouldn't bring 50 people back to our room xp we got along great even though we had different tastes, so living together was really easy.

While I've never actually been to college, I've lived with roommates most of my independent adult life. Most of the roommates I've lived with have been really great, but I've also had some horrible experiences too. Know what I know now, I don't think I would ever live with someone I did now know extremely well before. A lot of people say that it's a bad idea to live with a friend, but it's a hell of a lot better than living with a sociopath (assuming your friends are not sociopaths).
I'm not sure if your situation is one where you'll have your choice of roommates, though I have the suspicion it's going to be a random thing, right? I mean, in that case, just hope you don't get stuck with a lunatic.
Most of the people I know that use drugs and have indiscriminate sex also happen to be sincere, intelligent, and friendly people, so I wouldn't worry to much about that. Then again, I don't see the point in spending any time with anyone who isn't those things. I'd be more worried about having to live with an control freak. Since you're going to be the honors section, if you do get stuck with a sexually promiscuous drug user, there's a much higher chance of them being smart enough to use enough discretion to keep you wholly unaware of their habits.
Also, I would definitely not take Agent of Misfortune's approach. The whole "laying down ground rules" thing may seem sensible, but let me tell you NO ONE wants to be condescended to like that. It's more likely to make them think that you're some kind of control fetishist, or just a douchebag.
And I mean, if it doesn't work out, just live somewhere else.
