Improper Use of Magic Office

The Office is responsible for investigating offences under the Decree for the Reasonable Restriction of Underage Sorcery and the International Confederation of Wizards Statute of Secrecy. The Decree prohibits an underage wizard or witch from performing magic, while the Statute of Secrecy prohibits wizards and witches from performing magic in the presence of Muggles or in a Muggle-inhabited area.

On receiving intelligence reports of a violation of the Decree, a note is sent to the offender detailing actions that will be taken by the Office. First-time offenders are usually let off with a warning while extreme cases may be referred to the Wizengamot. Thus, it appears that the Improper Use of Magic Office deals with offences that are more regulatory in nature than criminal, as the latter would be dealt with by Hit Wizards or the Auror Office. However, penalties can still be harsh.

Also, this is where the Animagus registration is posted, and that all Animagi must register with all their distinguishing traits noted, in order for them not to abuse their abilities. The registry is open to public viewing. Failing to register will receive a sentence in Azkaban.

”Mycah,” Gabriel greeted his pet owl with mild surprise. He hadn't expected his avian companion to return nearly so quickly, after all, it couldn't have been more than an hour since he'd sent him off. Gabriel never gave the illicit command to return right back to him, which usually meant that he wouldn't see his dear friend until late in the evening. Moreover, the owl seemed stressed. It hopped on his desk, extended its leg for the letter to be appraised and then it pulled at its feathers, ripping them off in a flurry. ”The bloody? Mycah...” He furrowed his brow, stroked the owl and summoned several morsels of meat to appear with a pop. Once the owl was distracted, he redirected his gaze down to the letter at hand.

It was the very same note that he'd sent Antony. He didn't read it at first, instead, searched and wondered if there was a separate document attached. Maybe a note from St. Mungos, something, anything. Had he been too formal? Perhaps he should have waited to issue the warning in person. Curiously, his gaze skidded down the parchment until it came across an unfamiliar, hasty scrawl in slanted, near illegible words. Portions were scratched out, and the ink bled too thickly for him to read what had once been there, but what was left was enough to make his blood freeze. ”Trapped?” Then it finally struck him. He lurched to his feet and dumped the contents of his rubbage bin upside down. Crumpled leaflets and newspaper articles fell and he dropped to his knees to scramble through the mess. Then he found it, in bold printed letters. 'Wanted by the Ministry: Lysander Tempest.'

”No, no, no no no no, this is not—“ He burst through his office door with the crumpled parchment in tow. He didn't even pause to shout,” ”I'll be back!” Then he disappeared and broke into a charging sprint for the corridor.
