I make a whole lot of banners and bump signs and post styles.

I use dafont to download text, and google the images to use. I use plain old MS paint as my main program, and send it to Photobucket to clean it up. If I choose to animate something I use Photoscape a free download program that will create gifs smile

OR

CoolText is a good one for premaking no downloading, and you can send to PB to resize/play with.

Photoshop can be a good program for graphics as well, but the main problem with that program is that (as far as I'm aware) it isn't free. I think I have heard of a graphics program called GIMP, but I don't really know much about it.

The "creating" part is not done on websites. The creating part is done on paper and/or image editing software such as Adobe Photoshop (raster) or Adobe Illustrator (vector), or free editing software such as GIMP (raster) or Inkscape (vector). Preferably a sketched concept is used then drawn in digital format with a pen tablet or pen monitor, but there are many other ways around it as well.

Websites such as Flickr, Smugmug, Photobucket, Imageshack, Picasaweb, etc. can then be used to host those images if you don't have a regular web host and domain of your own.
