All jutsu are discovered. When a Numachigakure ninja finds a jutsu scroll, they have the option of learning it for themself, selling it to the village, or destroying it [ possibly denying anyone from learning it from then on ].

Anyone can teach the jutsu they know to others, expanding and building the strength of the village. Other villages may have a different jutsu available.
