Rules and Regulations To Working For The KPD: ATP

[What is ATP: ATP is the Air trek police. They are the ones that regulate air trek usage in the series. However, in the guild they have been extremely cornered to strict duties thanks to the influence of the Government and the state of storm riding at this time. Storm riding is legal and even causing accidental damage in battle is fine. Mainly, the ATP’s job is to regulate and contain. For example, like in the anime when Ikki’s team beat Behemoth and a riot was about to begin. That would be the ATP’s job to contain the riot and detain anyone as necessary. Of course, air trek related offenses wouldn’t be charges that can be slapped on anyone detained. BUT, if you are enticing a riot and causing purposeful damage to the community. That’s the ticket. In most cases, the ATP just watches and goes about its business, only ever stepping in when life threatening injury or danger is at hand. If someone is already injured and unable to battle, if you attack them while they down trying to kill them or if you kill someone, then that’s the ATP business and then that’s when they will get involved. As far as weaponry such as blades and knives, that’s outside of the ATP realm and more for the actual police which if you get caught with that. Well, don’t get caught with that..

Who are ATP Agents - ATP agents are not exactly open. For most part they are NPCS but there are some cases where the ATP has been given to members. If the member abuses or doesn’t follow the rules, their ATP status will be stripped immediately. For now, there will not be a list of who atp and who not until it is revealed in the story. There’s not much reward in being an ATP officer. You still can do parts wars and stuff, but it mainly more npc and story driven. If that’s what you would like then that is fine. PM on Gaia or Discord for more information. If interested, you can also sign up in the lobby and you will be contacted.

I Got Arrested - If you got arrested, then there must have been a reason. If it’s not from an assault or murder or something of the sort, then the reason you were arrested was for a story reason in which involves most likely corruption from an ATP member or you know something that the ATP needs to know to drive the story forward for them. That doesn’t mean you have to tell them, but that does make your arrest legitimate. They are not able to keep you forever. Unless murder, the maximum sentence is 7 irl days or a certain amount of posts in prison. Or, to win a parts war. Yes, you heard that right. Getting arrested sucks, but it does have some benefits.

Benefits of getting arrested: It gives you access to the ATP prison and gives you a chance to, if you can make friends, gain you permanent clearance into the ATP prison as you please. Why would you want to go to the prison? It might be necessary in the future as some things may be there that you are looking for. All interactions with ATP bring forth AP rewards and other goodies. That doesn’t mean go on a murder spree to get arrested because that yields more bad than good. WAY MORE BAD.

ATP Prison - After processing and being booked, all those arrested for a stay will be put into the ATP prison which is an open style prison where its dog eats dog. Air treks and parts are taken away at the beginning and a new pair of air treks is given to the prisoner for their duration. At the end of their sentence, they are given back their treks and parts. Prisoners can choose to be in solitude and lock themselves in their cell and just do their sentence quietly. If not, they can walk around and mingle with others sentenced. Can also challenge others to parts wars while inside. In fact, this is encouraged. If you win 3 battles in a row against small fry opponents or if you are able to beat 1 upper tier opponent in a parts war, you will get parole and be let out the next day. The Prison is split into multiple sections. Each section has a practical use such as being the cafeteria ,while also having a parts war use which would be Cube. Winning parts wars also gives SP but that’s obvious.

King Riders - Being a king gets you instant noticed on the ATP radar. However, since twitter isn’t the most reliable source, it would take in character confirmation from an ATP officer to confirm that you in fact are a King. Once that occurs, the ATP will go after you. Why? It’s something special in character, but let it be known they will not take your regalia or throw you in jail from this interaction. It’s more of a special meeting that will shape future interactions you may have with the ATP. IT can be good or bad, but the real question is how will your character handle it? There’s only 2 ways an ATP officer can take your regalia. A, if you commit murder/ assault with it outside of a parts war. (Even in a parts war, killing someone is frowned upon) or if they beat you in a parts war for it like a normal rider. The ATP has requested many times for this to change, but the president won’t allow it. No one knows why. While the government is pro storm riding, their actions seem extremely weird.

Reward System Upon a successful arrest the officer in question is granted a number of Stat Points based around their current Rank vs Rank of the Offender in the same fashion as if they beat them in a parts war. AP grants are also given for the arrest. If an officer fails to apprehend anyone during a session their efforts will still reward them of half the amount of stat points that they would've gotten if they had lost a parts war. All S.P gained from arresting has no cap, just like parts waring. The amount of points that are gained by the officer for successful arrests follow the guild system.

Jailing System - Criminals are sentenced for a period of time dictated by the officer that captured them. Only the Commissioner can approve time that exceeds 7 (real time) days or 20 Posts.. Criminals do have an option to speak with the warden to be put on the parole ranking system in order to do parts wars in order to gain release. However, this can be denied.

List of Offenses

Destruction of Public Property: Damage caused by a air trek battle is fine to a certain extent due to Insurance and loans given by the governor. However, a complaint can be made and looked into you. Major teams tend to go to places less crowded and expendable for major destruction. Destroying property on purpose, however, is an issue and will get you arrested. Make sure your side pieces don’t see you. 10 AP per Count

Owning Territory: While ATP are forced to let storm riding culture play its course, they are able to make a choice decision when comes to territory. Teams legally are not supposed to own territory but ATP are ordered to let it slide as long as a team doesn’t impede on the normal operations of that territory. Example, if a team owns Disney world and they keep it shut down, then ATP will take action but if daily operations are kept then there is no issue. This is a case by case basis. 5 AP per Count (per territory. only applied for whole gang. can't get 5 ap for each member unless they rpc.)

RICO (aka the Takashi 69 Special): Owning territory as a gang leader/member. Operation of gang activity in any type of manner including, stealing parts, initiating turf wars, gang fights, breaking an entering, destruction of property, acquisition of gang members through recruitment, arming gang members, assisting in the repairs and building of parts and weapons for gang members even in an ignorant fashion. The hiding of gang members by lying, distracting, or impeding upon an investigation. 30 AP per Count

Resisting Arrest: You know what it is. You know how it goes. Don’t get kicked out here. 5 AP per Count. (In this case be 5 ap per post they keep resisting)

Manslaughter: Accidental Death[/i ] 30 AP per Count

Assault(Includes NPCs): You didn’t kill em, but you beat the crap out of them when they couldn’t defend themselves or posed no type of threat. Or there was no parts war going on. 30 AP per Count offense of Assault, I'd put that gangs (outside of the leader) count as just 1

Homicide (Includes NPCs): Purposeful Death. 100 AP per Count

Killing an ATP Official (NPC’s included): Self explanatory. 200 AP per Count

Abandoning the ATP (Captain or Higher): Holding a high ranking position and then abandoning the ATP is known as treason and we will do the dirty to get you. You know way too much to be let free. 10 AP per Count

Stealing Regalia from ATP or ATP weaponry: If the Regalia is stolen and not won in an air trek battle. ATP weaponry should never be wagered or lost. Loss of weapons is on your a** and the rider’s a**. 50 AP per Count

Inappropriate/unlawful use of AT Technology: Use of Air trek technology to putt innocent civilians in danger. + 5 AP per Count

Miscellaneous: Anything that's illegal to extent in this day of age be illegal now. Sexual assault. harassment. stalking. You get the picture. Worth X AP per Count (depends on offense will depend how much)

Compensation of Arrests

SP: You Gain SP for catching a criminal is similar to which you gain from winning a parts war or storm riding battle. Just for purposes, the gains are below.

SP Gains:
60 SP [4 rank above Criminal/ Gang Leader/ King Rank ]
50 SP [3 rank above Criminal/ Gang Leader]
40 SP [2 rank above Criminal/ Gang Leader]
30 SP [1 rank above Criminal/ Gang Leader]
20 SP [Same Rank Or Criminal/ Gang Leader]
10 SP [Failed to Apprehend Culprit same rank as you]

AP Gains: You gain AP depending upon the amount of counts and offenses that the person you arrested has. Once you add that up you can get your total. Even if not part of ATP, if you assisted by taken out the gang and calling the atp to pick them up, you gain the AP for this as well.
Ex: Arrest of a person who commits homicide gains you 100 AP.

AP Conversion Compensation: Conversion occurs once you have over 100 AP available. This is only from AP gained from police type activity or turning in crime. The AP can be converted into SP. The ration is 7 AP for 1 SP stat. So 100 AP would equal 14 SP bonus. A good pay day for reporting in a homicide and the arrest occurs. If no arrest occurs then there is no AP awarded. If you are a criminal that has racketed up these amount of charges, you do not gain SP through this conversion the same way others do.

Criminals, once it been 30 irl days, they gain a grant of SP based on this conversion. So, a person who commits homicide that ends up staying free for 30 irl days end up getting 20 SP points if they chose to turn in the AP. They can choose not to convert the AP and use it for tricks and such or divide it to other rpcs. choice is theirs. Being a big bad criminal has its rewards and it's risks. The Bigger your are, the bigger the bounty on your head. If evade capture after an attempt of arrest, then you can cash the AP in early and start anew on your nest 30 days. Meaning a fail attempt 13 days in allows for 20 SP bonus and a reset. This means nest day will count as day 1 out of 30 in which most like the criminal will have a new AP bounty count.

NOTE: Crime happens everyday, but action can't be taken on something that's not reported
