It was a little adolescent, but she enjoyed all kinds of disfavor for the Jashinists, since she feared religious freedom bringing a wave of Jashinist sympathists. However, she felt her good mood dissipate in a second as he made a comment about the art in the room. Her hand clenched the documents in front of her aggressively, though she metaphorically bit her tongue for a few seconds to gather her thoughts.
"These weird pictures are a culmination of my personal collection, which I have curated for years. I will put in a word with Evergreen during my prayers at the Temple this evening, so that you may have guidance in finding an artistic vision that does not function like Hikariton."

Koji smirked as an eye twitched at her retort. "I guess I struck a nerve," he said under his breath. Part of him wanted to turn and strike up a conversation on the topic of religion, mostly to pick her brain on the purpose of life, but the other part of him was now focusing on his clothing. What was wrong with what he wore? Kojino shook his head and kept walking towards the door. His posture had straightened a bit though, indicating some sort of indignation at Miyuki's insult to his sense of fashion. "I'm outta here. I'm gonna find something to do." He had every intention of assisting with the relief effort for the trafficking survivors, but he wasn't going to tell her that. At least, not again. Koji was a man of his word, and he had already confirmed his willingness to help on that front. As the door closed behind him leaving the office, he pulled an Arashi headband out of his back pocket and tied it around his bicep. Travelling down the flights of stairs, Koji exited the Spire to move on to another area.

The kage cloak was not tailored to her body yet, but it fit her well because of the clips and ties she used to make it fit. She had just used it for its controller abilities to ground Arashi back where it had always been. She leaned against the balcony outside of her office in the Spire, looking down to a collection of citizens, though her voice would be projected throughout the village using chakra. "I have much information to disclose to you all about the growing Jashinist threat. I will introduce it incrementally, so you all have time to digest. But know that you are safe, and that every nation is committed to keeping things that way." She hadn't revealed the truth of the APD - she couldn't, not yet. Things were still shaking out. Takao and Kaito's taskforces had finished their duties, and now it was up to the two men to carry out the last of it, so that she could see the results and move forward with a new APD.
Her posture was still as she leaned forward, the threat of violence playing on her tongue as she found the most diplomatic way to state it. "This village functions under the guardianship of Evergreen, though other faiths are welcome here. However, the cult of Jashin has proven to be a global terrorist organization, and they will find no solace here. So let me be perfectly clear.
"If you support, enable, or believe in Jashinism, you have exactly twenty-four hours to leave Arashigakure; if you commit no crimes as you leave, you are completely free to go. However, if you choose to stay, or if you choose to cause destruction on your way out - steal a poster, kick a dog, write on a shop wall, pilfer a single drop of blood - it will not be the APD, the Oinin, or the ANBU that handle you. I will help you say your final prayers myself."

While I was at the Pale Citadel to organize a plan of action for the Jashinist threat looming over our world, internal corruption in the APD was discovered and flushed out by the work of Takao Yamamoto and Kaito Nagadera's hand-picked taskforces, though the latter gave his life in service to the village. I have elected a new chief of police, Musica Knote, who is dedicated to being transparent. The APD has almost entirely been replaced, and is under much stronger regulations to keep you all safe.
"Immediately after dismantling the different legs of ex-Captain Hiroshi's corrupt network, Oinin and ANBU teams together had been dispatched to disperse known trafficking spots from the intel we gathered. There are many more that we do not know about. In the last three weeks, hundreds of trafficked victims have been returned to Arashigakure and are now working to be re-integrated into society. Some of these people have been out of the village for months, others just a week. A few have been gone for years, but those are mostly cases that we are still working on tracking down.
"Beyond this, there is more effort we can make to keep us all safe. I am looking for my shinobi to pursue their faiths, particularly that of Evergreen, so that we can have religious leadership here. APD, ANBU, or Oinin missions centered on village security and wiping out any remnant Jashinist activity will be rewarded. He could hear his boots clicking with each step as he climbed the Spire. The quiet man could feel his smile disappear and his deep frown return after having to part with Ada. Once he entered the Arashikage's suite at the top of the Spire he would approach the office personnel. "Kenshin Hyuga, here to speak with Lady Arashikage." The lightning lord spoke formally and politely as he waited to be invited into the office. If he was invited in, then he would step into the office and stand in the center of the room. "I'm glad to see the village isn't falling out of the sky." He put his hands politely behind his back as he made an attempt at wry humor. "Things seem to be in order. It appears that I wasn't mistaken in selecting you for the job." Kenshin recognized that the Arashikage position was a challenging one. Although Toso's ineptitude was inexcusable, he could see how Miyuki could become overwhelmed by it all as well. He hoped that his remarks would put her at ease somewhat, the Arashikage always seemed tense around him. "Thank you for taking the time to meet with me. I just need a status report on Jashinism in the village. I'm also happy to help you with anything that needs to be done in general." The sannnin wanted to reconnect with his village now that he had some time to visit and do some work. The stress of controlling everything that she could while delegating the rest out of fear of living the failure Tosokurui had was getting to her. She had to relinquish control over the minute details in order to salvage any degree of time for herself, but it left her anxious over all that she could not oversee. Her face felt dry and tired. She raised her head to see Kenshin walk in. She smiled at him out of habit, something that made her skin stretch across her cheekbones. She felt like something was about to crack. But she quickly corrected herself, replacing the plastic expression with something smaller and insignificant, though far more authentic.
She could trust him even if she didn't agree with all of his decisions. If she ******** up, he could manage to take control of things in her absence and it was a strange weight off of her chest. She averted her eyes at her compliment, though she sobered at his request. She straightened in her seat. At least she had good news. "No Jashinist activity to report. I made the legal action to their presence clear when I returned from the summit. Any remnant Jashinists are imprisoned, but their numbers are few. I have reinforced the strength of Evergreen in the village as a safety precaution, and I have my eyes on a future head priestess. It should offer some normalcy and security."
She took a breath. She didn't want to divulge any information about the upset in the village and the massive lack of trust towards the APD despite her complete replacement of it. It wasn't his area of concern. Things would settle. He had the global mission at hand, so the importance of the petty attitude towards the APD wasn't going to go on his docket just because she wanted to complain. "How are things going everywhere else?"

▱▰▱Overall, Kenshin was feeling less stressed than he had been a month ago. It showed in his demeanor that was less tense than usual. Spending more time at home was soothing and now he was prepared to focus his efforts beyond the Jashinist Taskforce. He did still feel some lingering stress knowing that Insho was still out there. Miyuki's forced smile did unsettle him until it rested into a more genuine expression. Although he could tell that she was still a little unnerved by his presence. When she continued to speak it was clear that she was taking the village in the right direction. "Nice to hear. Though there probably is far more Jashinist activity than we can detect at the moment." He walked over to her desk and obsessively straightened out some loose pages and files. It was as if the sentinel needed to create order at every possible moment, even the mundane. He looked up as he rested his hand on the documents. "Sorry, it looked like these were going to fall over." Kenshin apologized as he stepped back and away from the desk as if to resist the temptation to continue pensively organizing a desk that did not belong to him. He nodded again in approval about promoting the Children of Evergreen in the village. "That's an excellent idea. Evergreen and Zelel are our lights in the dark." Kenshin recognized that as a grand templar of the Children of Evergreen that he was biased in favor of it. However, it was a fact that worshipping Evergreen would make her stronger and more capable of defending her own universe against Jashin.
▱▰▱The shinobi sentinel quietly considered Miyuki's question. There were many aspects to consider and keep track of. "All villages are proceeding along accordingly. There are many lands outside of the taskforce's reach. Those areas are getting most of our attention because they have far fewer resources. Any countries that asked them for help with subduing Jashinists internationally was provided the help. The problem was how overwhelming the need was. "I approve of how you've been handling the Storm, Lady Arashikage. I'm proud to follow your lead." His sentiment was honest, just as all words Kenshin had ever spoken. However, he was being far more strategic with his statements. Ada and his clan had done well to teach him the finer points of politics. He was never going to be manipulative but he had the inclination that he needed to be clearer with Miyuki about his support. While Kenshin still had no interest in it, even as a lord, he was far more adept at it than he once was. "Deposing Toso was a difficult choice. He was the rightful Arashikage by law. There's always an ethical price for defiance. I hesitated for years and it was only when I feared the village's imminent destruction that I intervened. I still struggle with the ethics of that decision. Yet I'm proud of the outcome. I support your claim to the Arashikage title and that would only change in a very extreme situation." Kenshin wanted to make it clear that he was here to support her to the best of his ability. He had no interest in getting placed in the same position that he had to endure with Toso last time.

Miyuki tensed when Kenshin messed with the documents on her desk, but his apology rendered him more human. She didn't fully breathe out until he stated his approval of her direction, though she felt guilty about it. At least she knew the other villages were holding up their end to protect the globe from Jashinism. She had no idea what they could all really do for the protection of the outlands or smaller lands; they could continue sending resources, but they lacked the showmanship - and the terror - that the Inshou had mastered. "I... understand why it drove him mad," she said slowly.
A part of her mind was screaming at her for making a huge tactical mistake, but she pushed it down and laughed softly in self-deprecation. "It has been a lot of pressure to consider everything for each little decision, but I have made some changes to the internal hierarchy. There is more delegating." She relaxed a bit more, leaning back from the work at her desk, so she could look at him clearly. He seemed more vibrant than the last time she'd seen him, but global crises could do that to you. "It is nice to see you and Ada back in the village. I know she has taken a great interest in the human trafficking rings. Are you going to stop by the APD as well?"

You're not foolish so you're unlikely to meet the same fate as your predecessor." He hoped that his perspective might give Miyuki more confidence. When she asked about the APD, Kenshin nodded again. "That's my next stop. Do you have a mission for me, Arashikage-sama? I'm still your sannin, after all." Kenshin would always consider himself an Arashigakure shinobi, even with his new responsibilities in the Lightning Empire and in the war against Jashin.

Before Kenshin could speak, there was a quick knock on Miyuki’s door. “I’m coming in!” Musica called into the room before walking in. “I’m just here to drop off some paperwork, Lady Arashikage!” She chimed as she held up a stack of folders with her metal hand. The young woman’s eyes were closed as she wore a chipper smile on her face, so she didn’t notice the guest of her Kage. She simply barged in and placed the papers on the Kage’s desk, just reports for fresh convicts. Though it had only been a month, Musica looked much older in the way she held herself. Did it come with the new position? Who was to say.
“How’re you doing today, ma’am?” Musica asked. She finally opened her eyes to look at Miyuki and was immediately surprised by their company. Then she beamed in her signature way. “Oh! Hey, Mr. Kenshin! Fancy seeing you here! What brings you to Arashi?”
Miyuki had not known Tosokurui well, so she let his criticism of the ex-kage pass over her without comment. She considered his offer at taking on a mission; while there was no shortage of things to do in the village, it felt weird to order him around. She didn't have a task at the ready that required his specific skill set but wouldn't insult him nor strain him. Thankfully, she was interrupted by the presence of Musica.
She turned to address Kenshin's final comments before moving onto her new APD chief. "You have a kind eye. I have painted everything in this office. I would be happy to create something for you two if abstract or impressionist art interest you." She finally relaxed all the way; for whatever faults she perceived in herself as a kage, she knew she was faultless as an artist. If he could appreciate that, perhaps he wasn't making a mistake when he felt she was suited for leadership.
She accepted Musica's papers and immediately skimmed through the first few pages of the initial folder despite her company, allowing Musica's greetings to fill the space as she reviewed things. Her lips curled downward as she found Hiroshi's papers. This would require careful attention; she didn't want to look at it further with the two in her office, but she wanted to dive in as quickly as possible. "He is interested in visiting the APD," Miyuki answered softly, hoping that everything would be in order there. She had not seen anything to suggest Musica was destroying nor corrupting the APD, but she had not given it her focus.
As for Kenshin's tasks, she didn't want to assign him any basic grab and chat police work. "I have a subject that has been markedly... out of the ordinary... in terms of responding to the APD's questioning about the trafficking ring he survived. I do not suspect foul play, but his unpredictable behavior may be indicative of trauma recovery or, perhaps, something far more sinister at the hands of the traffickers we are still working to take out. I think I have someone else who can track him down and speak with him, but I would appreciate your watchful eye in the countryside as to any trafficking activity, whenever you are out and travelling again." His detective work would be helpful if things developed, though. She wondered how long he would be sticking around, when it would still be convenient for him to offer a hand.

▱▰▱Kenshin looked at Musica as she walked into the office. When she asked about what he was doing in Arashigakure he responded briefly. "I'm the sannin." He was deadpan but he did intend some degree of dry humor in his statement before continuing. "I'm here to support the village in the anti-Jashinist efforts." Arashigakure was Kenshin's main priority because of how easily the Jashinists were able to breach and nearly destroy the entire village earlier. He turned to Miyuki when she offered to commission a painting for the Pale Citadel. "We would be honored. Ada tends to delight in grand landscape paintings, Romantic impressionist art would be perfect. Perhaps of the Nohara mountain range?" He would consult with Ada more at a later time to get the exact details right. He did not want to be too presumptuous about her tastes despite his quiet confidence.

He responded dutifully as he began strategizing about how to bring down this suspect. "Serving as the captain of the APD was one of the greatest honors of my life. I appreciate this opportunity." He would motion to her files so that he could read more about the perp. He was all too familiar with the police department's paperwork. "Would you like to come with me, Musica?" Kenshin had observed her dedication to her duties firsthand during the Jashinist hostilities and he was interested in working more with her.

“Yeah, I’d be totally hype to have your help, Mr. Kenshin!” She answered. “Things have been pretty hectic at the APD lately ‘cause of the trafficking issue, so having a set of eyes like yours would be a blessing. But despite the chaos, I’m happy to report a sixty-five percent conviction rate with the new captain.” She said proudly. “So where to first?”

She was sure she could capture its essence, and it would be a pleasure to paint something grand for someone other than herself. But the flattery melted to a general contentedness as Kenshin agreed to keep an eye out for further trafficking suspects. She quietly sighed with relief as Kenshin invited Musica; there was no one better to help her, inspect her, or mentor her. "I think it will be nice to have you two collaborating. If we get our hands on the particularly hard-to-find gentleman we need, I would appreciate your assistance there, too, Kenshin." She didn't have a prized interrogator as the Yamanaka that had held the position had been a contributor to the trafficking rings Hiroshi facilitated. In the mean time, however, Kenshin would be an excellent asset for finding the truth if a few suiton jutsu here or there couldn't get the necessary results.
She had no idea if the number Musica quoted was true - she was behind on her documents - but she was glad to see Musica's confidence regardless. Confidence is what the people of Arashigakure needed after the period of distrust they'd just experienced. Surely, the presence of their prized storm sannin would also ease civilian tempers. "It will be easier to handle everything here when I have you two protecting the village. Thank you both for stopping by."

He was unsure of who was leading law enforcement matters in the village now. He would also need it to be more plainly stated by Musica as he did not want to surmise and only wanted straightforward information. He continued peeling through the file and was irritated by how much human and drug trafficking was spiking in the village. "Trafficking was a problem during my tenure but not as prominent. During my time it was mostly riot control and looting between the warring populations from Cloud, Mist, and Sound. I wonder why crime has developed in this way. I suppose justice never rests." Kenshin became determined to be of aid to the Arashikage's cause. The others in the room could feel this shift in energy as he sharpened his focus. When Musica asked where they were going, Kenshin stroked his chin briefly before giving a concise response. "To the White Flash District. That's where many of the more powerful trafficking goons were based during my time." Kenshin used his old instincts like a Bullhound, doggedly pursuing his targets. Miyuki was beginning to associate bears with the devil.
A bear-masked ANBU was in her office again. Instead of describing the previous case - the theft of armory scrolls in the last few weeks - the situation had snowballed into an entirely different catastrophe. Not only were civilians the thieves, and not only did they still possess the scrolls (unseized despite ANBU and shinobi attempts at recollection), but they had staged some sort of armed protest in the streets.
A riot, some would say.
Hundreds, if not thousands, of civilians with metaphorical torches and pitchforks, with literal scrolls coveting up to S+ jutsu of village-leveling destruction, had gathered to protest the APD and government. The APD is still corrupt, the bear-masked ANBU relayed, and they believe their children possessing kekkai genkai will be trafficked. None of the shinobi attempts to investigate the remaining trafficking nor ease tensions among civilians had worked. All of it was for naught; the shinobi, like the APD, were being dishonest and working against the people.
The words were barely out of the ANBU's mouth before Miyuki was unfurling a scroll, a paint brush at the ready. She put ink to scroll, creating a handful of ink caricatures of herself to flee the Arashikage's office and hunt down the shinobi on all the corruption-fallout missions.
The caricatures would find the shinobi they needed and speak in Miyuki's voice: "You shinobi need to cull the uprising in the Slums. Under no circumstances should you use any jutsu or chakra. You will not strike or hurt the citizens. You will not use anything to generate more fear. You will not grandstand, flex, threaten, or perform any other adolescent expression of power. No weapons will be present; I do not care if you have to drop them.
"You will use diplomacy: you are all Arashigakurans here. You will focus on your similarities. If it comes down to violence, you will not contribute. If they attack you, you dodge; if you cannot dodge, you block; if you cannot block, you will take the hit. If it is a killing blow..."You die in service of Arashigakure."There will be no tolerance for disobedience. The punishment is worse than death."
The ink would dissipate before their eyes. Back in the office, Miyuki stood at the balcony. The night was suspiciously silent and still where she was, but she knew elsewhere in the village, an internal war was looming. If her shinobi failed... there would be little for the Jashinists to destroy.
