Breeding is done a little differently in the Main Pride of the Skiringssal. The right to breed is determined by the house the cubs belong to, their ranking number, and the month that it is. For detailed information about houses and their rankings, please visit this thread.
Generally, a female's cubs will belong to her house, thus, if cubs are born to parents in separate houses then the right to breed is determined by the mother. Only children born within marriage are considered ‘legitimate’ for a male. If the mother does not belong to any house, a case is brought to the Jarl of his House to make his b*****d children legitimate and, if he so wishes, to make the mother a part of the House without getting married.
The mother OR the mated couple will visit the Norns and the house of Folkvangr on the month their house is allowed to receive the blessings. The Norn that receives their request will leave to consult with the Oracles (Frodleikr) on the mountain on their behalf to find out if the Gods are in favor of the female having cubs. It is almost unheard of for the Gods to deny a request during the month their house is allowed to request them.
A Valkyrie will arrive to visit them within three days, carrying a stone that has had a rune imbued upon it - the runes could mean anything but it is the blessing the Oracles have seen for their children: strength, speed, wit, power, etc. Once this rock is in their possession they may attempt to produce cubs until they actually arrive, at which time they give the stone back to the Norns.
Thus, requesting a blessing is basically just requesting permission to post for a breeding. It is not required to GET the breeding in that month, that is simply when you are allowed to request.
