The shinobi knew she needed to calm down, and that this wasn’t the time nor the place for outbursts. But each word this man said against Seika multiplied the white haired girl’s anger. “Thank you,” she managed to say as she reopened her eyes, her blue orbs refocused on the task at hand. “We should start with this fire, then. Seika, do you think you could make some rain?” An embarrassed grin formed on Musica’s face as she rubbed the back of her head. “I, uh, I can’t make the signs for the jutsu with just the one arm, haha.” It was a complicated jutsu that Musica was asking for, but she knew Seika would be up to it. The police chief’s own lack of refined chakra control kept her locked from anything too complicated, unfortunately. “If we can stop the fires, then people will have an easier time saving themselves, and give us more time to get to the ones in higher danger.”
“And then Smiles over here-” she turned to the frowning man. “-Can make himself useful and tell us where we need to go. Since he seems to know so much, he can lead the way and leave the real work to someone more capable.”

However, Akaran could feel a pit forming in his stomach as they closed the distance. They could see smoke filling the sky and blackening the snow. It was clear that Zaishin was experiencing conflict. Akaran just knew that something terrible happened while they were away. "Let's hurry!" The samurai said to his companion as he hurried his steps into a full sprint. Seeing Musica appear so upset did worry Seika, the purple haired samurai fussing around while trying to get the two of them to stop bickering, even if one had continued to leverage insult after insult at her. "Please Musica, not here. He is hurtful, but he is one of my last few direct family members." she whispered to her underneath her breath. The begging must have worked since Musica would then slowly begin to compose herself, breathing in and out as Seika felt at least a little more relieved. Although that noise that Musica had made while breathing caught her off guard. She listened to it intently, focusing on the police chief with confusion for a moment. It did sound familiar and Seika was aware of what the sound was, but she did have her doubts. Wouldn't Musica have to be one of them to possess it? She furrowed her brows for a moment but decided to investigate that detail later.
Seika would remember that Musica was still lacking her arm, causing her to fuss in worry for her friend. "This is all my fault. If I had just let you get your arm repaired beforehand, you would not be so limited. I am sorry, Musica." The girl frowned and would begin to perform the hand seals for the high ranking jutsu. While this was being done, her uncle would continue using that name The dagger was pushed in deeper, Seika's confidence plummeting as her hands would miss their mark. She cringed internally and scolded herself harsher than before, mostly on the account of the man'sdistaste for everything that was her existence. And yet, she was forever binded to him, forced to take whatever kind of treatment he was to dish out based on the teachings of Zaishin. Blood triumphed above all, but this was unfair. She just wanted to live and her uncle despised every last fiber of her being. "Y-Yes. Sorry, Uncle…" She inhaled and began the string of handseals again, this time making great care to not show her obvious discomfort of his request.
After Seika completed the jutsu, a torrential downpour of rain would sweep over the area. Fires were quelled from the water pouring down from the sky, as Seika would finally exhale and watch as the flames around tge fates were slowly dying down. She had hoped that nothing was waiting for them and this would be a straightforward mission, but sadly, nothing ever really was. Musica would continued coming to her defense which only made the woman grow more and more distraught. The harder her pushback was, the more hurtful this would most likely become. "M-Musica, please…" she almost begged, turning back to her uncle. "She does have a point though. You would know what areas would be in need of support more, Uncle. We would greatly appreciate your assistance."

Breathing out, the light, darkening mist rain will spread over an area (topic), billowing upwards to prevent a jump's worth of height. Exactly half of the chakra absorbed is sent to sustain the jutsu, while the other half filters into the user's own chakra pool. Absorption can temporarily extend the user's chakra pool to above normal, for a maximum of triple the total. For example, if your reserves are 1,000 then it can increase it to 3,000 maximally. Lasts until [3] total posts have elapsed from the last absorption. Automatically Absorbs chakra at a rate of [320] per post from the listed sources dispersing them in a pseudo-seal fashion. However, the users own jutsu is excluded from this. When Mist Rain is destroyed an opposing jutsu a [4] post cooldown is required before Mist Rain can be cast again.

Refer to the Keystone Guideline for more information. They gain a [+1] boost to both speed and agility & techniques cost [5] less Chakra and/or Stamina per rank of the technique when wielding attacks with their specialized weapon in attack or defense. With a minimum of 5 chakra or stamina paid.
"You're not here to help the filth taking advantage of someone else's attack to try and pull something." The old man said to the two of them, mostly in response to Musica's words of trying to help. "If anything they deserve to die." He said to them. Although it wouldn't be like he would forcibly stop Seika from using the jutsu. He scoffed though, as if his disappointment only deepened. "The residential district is where the uprising of the filth began. We are going there to help stamp them out. He said leading the two towards the residential district.
Musica let out a contented sigh as the rain started to fall and she let the coolness wash over her. She hated fire and the heat, so this was helping her calm down for the time being. “Nah, don’t sweat it.” Musica smiled at Seika while she tried to reassure her. “I’m not the type to let it kill me. Sorry for puttin’ you through hassle, though.” She rubbed her head, hoping the samurai would catch her hidden meaning: that she was sorry for running her mouth. She was starting to calm down enough to remember how to bite her tongue. So the shinobi waited to Seiitaigen’s answer patiently. It wasn’t an answer she was prepared for, however.
The man’s answer made her bristle, forcing a scowl to come from Musica’s face. She’d been so wrapped up in his disrespect to Seika that she’d forgotten the task at hand. Her brow furrowed. Something didn’t feel right. Seika and Musica had just come from a rebellion back in Arashi. The police chief had understood why there had been a riot, too. She, afterall, partially at fault. It was a result of tons of damage to a variety of communities within Arashi, caused by the very people meant to protect them. The police chief had learned that people don’t rise up randomly, not without someone else pressing them down. “So why are they angry in the first place?” She asked, habitually dropping into her police interrogation tone. “I’m not going to participate in fighting your own people without a good reason.” She held out her hand and, with an effort will, summoned one of her Storm Cutter swords to her hand and a cloud of smoke. “I’m not gonna just sit by and watch it happen, neither.”

Seika physically winced at her uncle's comment. How he hardly bat an eye at condemning what was hundreds of people just trying to carve out some kind of way of rebelling against the five clans' tyrannical reign of Zaishin. Although there were bits and pieces that she disagreed on entirely, it was far above the samurai to just agree to needless slaughter. She didn't say anything, however, looking down at the ground in front of them while she couldn't help but be reminded of how the uprising as Arashigakure had went. The crowd had come looking for blood, and they certainly had their fair share of it. Her eyes went to Musica, remembering seeing her battered form laying on the ground. Even her own scar on her stomach would sting a bit at the sudden memory. Musica asked a question, which she hopped in the middle of to provide some kind of answer. "It is very likely that they see this siege as a chance to begin a revolution. Zaishin is made of five noble clans, which have fought one another to control the capital since the city's inception. It would make sense, a break of the main symbol of our power as the breaking point for them to rise up against the city." She answered to Musica, though with an expression that showed some hesitation of fully agreeing to just butcher the locals without moral objection.
"As for the reason why, there are many. Zaishin, compared to the shinobi villages, is very much still traditional. Class inequalities are common and there is very little room to break out of one's status going upward. It would not surprise me if many were just commoners pushed to the brink of getting by. This was just a spark against a box of tinder." Seika watched Musica's weapons appear and would place her hand on the sheath hanging by her right side. She'd nod to her uncle, though still somewhat unnerved. Was she really going to just get by with murder of her own countrymen? Was there no kind of higher dishonor than attacking one's own countrymen? Even if they were of lower status than her, Seika could only wonder what her mother and father would think of this order being given so carelessly. "W-We are ready..." she said to her uncle.

An expression fell on Musica’s face that was a mixture of horrified and bewildered as Seika said she was ready. “Wait, Seika, you can’t be serious.” The white haired woman let down her guard as she turned to her friend. She lowered her weapon as she tried to make eye contact with the samurai. “Seika, these people… they’re victims too, you have to know that. You can’t honestly expect me to believe that you’re ready to just butcher them like that. There’s gotta be another way.” Musica’s mind raced at a million miles a minute as she tried to think of something, anything, to minimize more bloodshed. Part of her, in the far reaches of her mind, tried to remind herself that this wasn’t her country. This wasn’t her battle to fight. As Musica rose to her full height, and her eyes focused, hardening during the moment they lingered on Seika, she thought that maybe she shouldn’t have come here at all. But she couldn’t leave now. Musica meant what she said: she wasn’t going to just sit on her a** while hundreds of people were cut down.
“You said there was someone else attacking Zaishin, and that the rioters are just taking advantage of it, right?” She asked Seiitaigen. Her demeanor seemed colder now, which was more of an indication she was focusing. But, also, for the moment, the Arashi shinobi was pushing away her shock at her friend, keeping Seika an emotional arm’s length away. “If that’s the case, then where are they? If they get taken out, then the rioting should dwindle down, if it really is opportunistic. I’ll fight the one leading the siege myself if I have to, since y’all won’t. It’s the plan that protects the most people, which is your jobs as the ones in power. So where are they?”
Turning once more to look at the two, it seemed at least Seika knew her role in this situation. However the other wasn't exactly on the same page as the two samurai. In fact proposing a different option. The old man looked at the woman. Although this time it wasn't a look of disgust or general negativity towards her or Seika. Instead it was one of...perhaps realization? Yes, realization was probably the best way to put it. "I did not call you here, you are not from here, I do not expect you to understand anything about this. Seiichi will do as he has been told, and that is that. However you, I don't care what you do. However, in the center of the city is the Tetsujo. If you think out here and the streets leading up to it are bad it's much worse there. At the top of the Tetsujo there seems to be at least two people that is where this began. If you wish to go there and try to quell them that is on you. Either you die or they die, one does not matter to me and the other is beneficial to me. Nephew, lets go." Seiitaigen explained...well exactly what happened and his stance on the woman's attempt to lessen the bloodshed that was occurring. While still expecting Seika to do as she had been told.

She knew that what she was agreeing to was heinous for an APD member and went against all that she not only made a vow for and believed in. But she was powerless to disobey her uncle. Her eyes met her friend's, the samurai's irises filled with hesitant and reluctance. Musica could see the defiance that she wished could will against this unfair treatment, but the weight of her family's expectations weighed the woman down. Seika moved her sight down to prevent from disappointing her boss any further. She hated her for what she was going to do, Seika frowning as her hands balled into fists. Her stance moved to lean closer to Musica while her voice took on a hushed tone as she whispered to the other woman.
"I cannot disobey. He is the last remaining family I have. I do not want to do this, but I am left with little choice." The woman frowned and still refused to meet Musica's gaze, ashamed of ruining what thoughts she must have thought towards her. "But I do not know if I am able to, Musica. Is it still honorable to follow an unjust order? Should I refuse and dishonor the oath I swore when I took up my blade? I thought that the samurai would protect their own, but we are poised to attack the very people that we are tasked to defend. I pray that my ancestors will forgive me. That my parents are not watching. And I pray that we are still in the hospital bed and I can wake from this hell." Seika finished, returning to her normal stance as she looked to her uncle while she adamantly was against this decision, though had no stake in how her life was to be decided with this order given to her.
