Failing to do so will lead to all attacks from an attackers post to land and the individual who failed to post will have been considered to either have lost or surrendered. The Arena spans a 100-foot Diameter. One can either win by rendering the opponent unconscious or having the target touch the ground in the Out of Bunds area which is 20 feet extending from the borders of the arena. Naturally, competitors can concede and surrender. If thrown into the air a barrier will prevent an individual from flying out the arena but will result in an impact equivalent to hitting an impenetrable wall.

There is a sensor monitoring the destructive capability of the attacks taking place within the bracket. No attacks should exceed A-rank. This includes DR. Quite literally pulling punches a requirement in this bracket.

If an attack would result in possible death or cause the individual to enter a near-death state the competitor is disqualified.
"So, you're a vigilante, huh?" As obedient as Kaito had to be to the rules, he also knew the world wasn't so black and white. Instead of being a hardass about the law, he was known to be softer on youth and let them off if they promised to clean up their act. However, he was hesitant to believe in harsher punishments than the law commanded, more focused on rehabilitation than punitive action.
"My mentor at the station has mentioned someone taking the law into their own hands in Arashigakure, making more work for him. Is that you?" Kaito had a smile on his face, not so accusatory and more having fun. The previous match had eaten up all of his anxiety, so he was feeling far more relaxed, able to enjoy himself.
Not one to fix what isn't broken, he began this match like the previous, creating a clone of himself that appeared to the right of him [ Hanaton: Kaika Bunshin ]. He kept eye contact with Avalanche, hoping Maeko, if she was in the audience again, would behave herself.

This clone looks like a normal kage bunshin, but has one-half the amount of fighting capacity. Once destroyed, this clone will explode in a burst of razor-sharp flower petals and release a pheromone which will cause normal shinobi to go delusional for [2] posts while causing those with higher smell abilities to be delusional for twice as long. Avalanche entered the stage with silent steps. Their struggles with the gang group had bore little fruit, as the underground of Arashigakure had been silent as of late. Their body turned to the young man who stood fifteen feet in front of them. The announcer declared that they had some sort of relation to the APD, as well as a large female following. Not that they necessarily blamed the girls, as the boy was undoubtedly adorable. However, his fault in alliance made him an enemy to the true savior of justice. "Your mentor is a shepardless sheep. Time will tell if you choose ignorance as well." Avalanche said as they drew their blade with one hand, holding in a comfortable stance against Kaito. The boy already made his clone, which meant that he had a strategy ready. A single handseal manifested in Avalanche's free hand, which then blanketed the field in a thick, blinding frost. Unless Kaito had unique sensory abilities, they would probably lose Avalanche in their sights. Meanwhile, ten kunai of ice materialized onto the clone's location. While Avalanche chose to hide in the frosty mist, they wanted that clone destroyed as soon as possible.

This cloud applies Tier 1 blindness to those within it. _β Ice Weapon Technique D ____β The user performs a single hand sign, forming the desired ice weapon in their opposite hand. Up to to five small projectile weapons may be created per rank. This technique requires an E Ranked upkeep cost per post for ice weapons still in hand. Kaito furrowed his brow at Avalanche's response, equal parts confused and disappointed. "Hello to you too," he muttered, disheartened. He formed two hand seals to use a fire shunshin to move backwards out of the icy wasteland, leaving a wake of fire that revealed their location, and onto the edge of the arena that was unaffected by the area of effect jutsu.
His clone, however, stayed in the area with the whip drawn, but did not react fast enough to the ice kunai and was dispersed, releasing pheromones that would affect Avalanche if they weren't at a safe distance.
"Anyone that disagrees with you is ignorant?" He asked as he formed hand seals again, sure Avalanche would take note of his new location and attack from the winter wonderland. He then created wings of light and flew up twenty feet in the air, wary of the skyward barrier.
He knew little about ice techniques but understand their makeup to be suiton and fuuton, so he had high hopes that Avalanche would be able to join him in the sky. "I think there are a variety of concepts at the APD - a lot of diverse people with diverse thought. What brings us together is the desire to help Arashigakure and maintain security for our people. How can you, one person without oversight, really claim to help the people better when you can't even be held accountable by them?"

The user moves in an instantaneous action, leaving a burst of flames spreading ten feet in width, masking their movement up to twenty feet away during combat when not fleeing. If used to flee a combat situation, the technique releases a twenty foot wave of flames and allows the user to escape to the next topic.

In addition, the rank you pay for this technique determine what rank of light source the wings count as a light source for other techniques.
Avalanche raised their blade to strike down the boy when his fire body flicker warped him at the right moment. The minor explosion left behind forced Avalanche to instead brandish their weapon and use it to shield themselves against the strike. It was a clever trick to escape the oncoming strike, but given how aimless it was they assumed he wasnβt using it based on a strategy. Furthermore, the flames would burst away any remnants of the petals aroma before it made its way to them. As Avalanche looked around for where the opponent re-appeared their eyes were taken by the massive glow which glistened above. Kaito continued to question Avalancheβs agenda as the individual molded handseals during the monologue.
βKeep your delusions to yourself and fight!β Avalanche shouted as a burst of wind surrounded them. From right underneath Kaito the masked vigilante ascended with their sword coated in a demonic teal chakra glaze. Glaring yellow eyes manifested along the side of the swordβs aura as they swung their sword to cleave Kaitoβs wings. If the strike connected then the wings would dissolve and Kaito would fall tragically to the ground. It was a dangerous game taking to the air, and Avalanche wondered how long Kaito could keep it going.

Kaito realized Avalanche was aiming for his wings and not his body, so he moved forward just to allow the slice to be cleanly away from his back directly - but still through the hikariton wings, which dissolved under the chakra-loaded swing instantly.
As Kaito fell to the earth, his body miraculously transformed into a series of flower petals, which continued their descent slowly. Yes, he had shown both of his bloodlines thus far and had no hidden tricks. However, he felt relieved to be using his hanaton release, which came effortlessly to him. He continued defending the APD even as he had to defend himself in this battle with the very capable vigilante.
"How interesting is it that you cannot even handle criticism from me? Your bout of vigilantism seems less about helping the people and more about helping yourself feel good. How hedonistic for a justice-seeker," he provoked with a thoughtful tone despite the fact he was merely a cloud of petals. He remained in petal form as his petals began to touch the ground, wondering if Avalanche would be more pissed off at his verbal provoking or at his lack of attacks thus far.

Avalanche watched as the boy dissolved into petals, thus managing to avoid their strategy once more. There was no doubt this child was especially skilled at running away. Avalanche drifted backward in the air, careful not to cross the out of bounds area or the flight limit. God this kid loved to talk. Even as flower petals he never seemed to stop. Avalanche wondered if they could use that to their advantage. "Your criticism is based off of rose tinted glasses and false idols. The irony of calling me hedonistic when you indulge in fake justice is laughable." Avalanche said as their left, free hand moved behind their back. In the center of Kaito's plethora of flowers manifested a cyclone. The petals would be absorbed into its base as even if the boy tried to dodge, a pulse of chilling wind would again try to pull him into its icy center. Avalanche used the boy's need to engage in dialogue to have the time to pull off this technique.

Kaito felt himself shiver - somehow - in his petal form as he was trapped within a cyclone of sharp wind and iciness. He imagined he was gritting his teeth as he urged himself to tuff it out and remain in his petal form. He was really getting knocked around, though -
He released the flower transformation, becoming human again within the cyclone. He struggled to find his footing - he tried brute forcing his way out but was knocked back in, and he could already tell his body temperature had dropped significantly.
He had already lost feeling in his fingers and it was hard to see outside of the cyclone. He felt himself panic and brought as much chakra to his hands as he could to force himself out of the cyclone, falling to his knees from the lack of sensation in his limbs.
As quickly as possible he made a handseal and turned himself in a bolt of lightning that jolted to the right, hard to control already without him feeling so out of place in his numbed body [ Lightning Transformation [ Raikou Henge no Jutsu ] | Rank D ]. He landed out of bounds at the same moment he released the technique to try and avoid such a happening.
He hit his head on the audience stand of the arena, covering his cold arms as he tried to catch his breath. "The people... consent... to our 'fake justice'... we are held accountable by them. You could... just as easily be a villain... hurt an innocent." He struggled to his feet, breathing a warm breath into his cupped palms to try and gather some warmth in them. While he didn't feel like their argument was quite finished, the battle certainly was, and Avalanche would be walking away with this victory.
"But hey, good fight." His grin was genuine, though it was partly a grimace. He had little tolerance for the cold, so an ice twister had been a very unpleasant surprise. He was going to look into stronger fire techniques for the future... something told him this would not be the last of Avalanche.

Avalanche called off their cyclone when it was clear that Kaito was surrendering. The masked vigilante walked straight up to the kid who, even while defeated, tried to install his sense of justice. While he was clearly in the wrong, his sense of justice was incredibly strong. Perhaps one day when he awoke to the truth he could be an actual ally. Until that day, however, Avalanche took off their cloak. "You weren't bad." They said, concealing the amount of effort they put into the fight, and also the amount of respect they had for a child who was clever enough to avoid certain slaughter multiple times. Their cloak was then draped over the shivering child, and the warmth of it would hit him instantly.
