A town once ruled by a depraved lord Yuichiro Sanada who desired wealth above all else and used his influence with the region's nobility to secure his own safe haven away from battle. Taking most of the incoming revenue to suit his own desires, the townspeople wanted for many things, but managed to scrape by day after day. However, once bandits began taking over their supply lines and taking their transporters as slaves, the townspeople's lives were forced into turmoil and the town guards were reinforced.
One day a young woman showed up in the town from the direction of the bandit camp carrying an above average amount of goods. The fact that she was not harmed by the bandits drove the lord to have her arrested and killed. However, she was not a bandit, but a shinobi from another region. She took down several town guards until the option was presented to her. She killed the lord and freed the people. Because of this, the town guard swore allegiance to her and agreed with the townspeople to make her their new leader.
The young shinobi, Masami Junsei, dealt with the bandits - destroying their encampment and taking them all as prisoners to experiment on in the future. In doing so, she released the slaves the bandits had taken and returned as many of the supplies still remaining in the encampment to the townspeople. For her work, they could not pay her, but created a supply line that added in her orphanage, Tsukisho's Estate, and helped her to keep the children from starving.
