tab At the foot of the Kaifuu Dam lie the ruins of the city that once grew up around it. Sometimes referred to as Lower Starlight City, this expanse of ruins is ostensibly ruled by the Azhura who live on the eastern edge of the Lake of Thousands. They couldn't be bothered to actually care for it, though, so the lower city is left entirely to its own devices. While this does mean that crime abounds, it also means that there's no one demanding payment for housing or monitoring land usage, so it still sees its fair share of visitors. At night, streetlights flicker to life and bathe the city in a sickly white-orange glow that many find beautiful, ensuring that visitors leave with a unique sight to remember the city by.
tab The dam feeds a river that runs through the city, serving as a vital source of water for its few inhabitants. Many of the buildings closest to the river have been co-opted by the city's permanent residents to create a patchwork of self-governing enclaves, similar to clan houses. Those who wish to gain entry to one of these households or negotiate with them for what precious crops they grow had best learn their culture, as stepping on any toes is a quick way to get tossed out into the streets.
tab A long time ago, Lower Starlight City was much larger, spreading out across a large stretch of the southern coast. This all came to an end when a great calamity split the city into two halves, with the other half being what is now known as the False City. Unlike that cursed place, this half sees no more weird occurrances than anywhere else in the Land of Radiance. Nevertheless, certain groups of Azhura view this area as borderline taboo and will steer clear of it.

tab • Kaifuu River - A river that runs straight through the middle of the city. Normally the current is very fast, so people will toss buckets in from atop bridges and use the water elsewhere. A few plants grow in and around this river, but not much else lives in it.
tab • The Great Scar - The eastern edge of the city. Buildings here are all in some level of disrepair. While some of this is due to the elements, most of the damage occurred when a large swath of the city was destroyed and the False City came to be. All the buildings here are missing their eastern faces, and the spots that would have touched those faces are all perfectly smooth. Farther east of here is open countryside, and a few days' journey across that is the False City.
tab • Southern Coast - While pretty much all of the country south of the Kyde Mountains is considered beautiful to some extent, the southern coast is perhaps the most so. The Starlight Lakeside Ruins run right up to the ocean, which is a bright, clear blue. This area would be prime realty if it weren't for the constant territorial struggles of the gators and crabs that have infested it.
tab • Crocus Family Household - Built around and across the largest bridge in the city, the clan enclave of the Crocus Family is perhaps the best defended location in the Starlight Lakeside Ruins. Nearby buildings have been cannibalized to create houses and thick defensive walls, all of which are marked with a painted black-and-purple crocus flower. It's said the family is made up of Wakeners from who migrated here to escape a land of deceit.

tab • River Gators - Gators that have been spewed out by the dam and now occupy the spaces in and immediately surrounding the Kaifuu River. They are almost always seriously damaged from their experiences with the dam, so they’re considerably less aggressive than the ones above. Still, they do have a powerful bite and can charge fairly quickly if angered, so it’s suggested people stay away from them. Particular clans of “hardcore hunters” will routinely kill, skin, and eat them, then sell the skins on the market.
tab • Judgment Officers - Enforcers from the various clans that are often all too eager to jump to violence when faced with a problem.
tab • Vagabonds - People with varied motivations beyond simply enforcing the rules of one family or another. While usually less ready to jump to violence than Judgment Officers, they’re used to doing so as a consequence of living in this city. Vagabonds tend to gather in small groups bound mostly by convenience.

tab • Black Market Goods - The effective lack of any ruling body has made this place a haven for purveyors of illicitly-obtained wares and items that can’t be obtained elsewhere. Prices are sky high, and sellers are often all too eager to get someone under their thumb and will promise someone goods in exchange for a favor.
