tab Starlight City, named for the majesty of the view it sees every night, is home to a clan of fiercely protective and xenophobic Azhura who view the lake as their own property. They readily attack anyone who approaches the eastern bank of the Lake of Thousands, where they've built up homes for themselves in the style of the city at the foot of the Kaifuu Dam. This hostility extends even to the Azhura of Kyde Village, despite both groups sharing many practices, such as the sealing of the left-facing mouth.
tab It is seen as a symbol of status here to have pieces of ancient buildings worked into one's own, and the most prestigious homes have working electric lights salvaged from the ruins below. Every night, the inhabitants of this makeshift city take in the endless stars above, the stars' reflections in the Lake of Thousands, and the city lights below and plot how to take more of that beauty for themselves.
tab For all their greed and vanity, this small group of Azhura probably has the most pre-collapse treasure, and will readily dispense with some of it when trading in lieu of currency. This makes them very popular among the traders that visit the region. At the same time, though, one must be very wary of receiving a large boon from them; even if they gain prestige from tossing their treasures aside like nothing, it's not as though they actually want to lose anything. Always be wary of large gifts, as they might come with a heavy price.

tab • The Light House - A wide single-story building on the waterfront. Owned by an Azhura with a particular fondness for electricity, it's adorned in more lights than any other building in the city and at night can be singled out from across the Lake of Thousands. The other Azhura will sometimes make a show of visiting this household--or insulting it--to shore up their own social standing. One's relationship with this house and its owner has almost become a political statement in the upper circles.
tab • Black Square - A cramped square on the northeastern edge of the city, adorned by a podium, gallows, and manacles affixed to the ground. This is where punishments for transgressions are meted out, with the aggrieved party acting as judge and forcing a party of their choice to mete out punishments. The square supposedly gets its name from the color of rotting blood, which is just the sort of show-offy thing that the Azhura here would claim to outsiders. (Note: No outsiders have actually witnessed the judgment process firsthand.)

tab • Starlit Knights - Elite guards in service to the Azhura, the Starlit Knights have been given the best training and equipment money can buy around the Kaifuu Dam and have been charged with the vague directive of “keeping the peace”. Mostly this involves standing around, looking important, and occasionally spearing anything that gets too close without a permit.
tab • City Walls - Short city walls--only about two meters tall on average--adorned with lights, barbed wire, and other things that are less effective at keeping things out. It should be noted that every section of the walls are designed and maintained by a different Azhura family and thus has a different aesthetic, with little heed given to exactly how the section would actually keep anything out. The Starlit Knights are the only reason this hasn’t become a problem, which is probably the strongest testament to their skill anywhere.

tab • Old Tech - Old technology is hoarded en masse here and used as a proxy for currency. Not much of it actually works, or at least, very few people here actually know how to get it running.
tab • Mercenaries - If presented with a compelling enough argument (read: flashy artifacts), the Azhura here may be convinced to lend one or more of the Starlit Knights out as mercenaries. Details on the length of the contract are typically left unclear.
