The Tracking, Order, and Retrieval Organization (TORO) are Amegakure's equivalent of Oinin Hunter nin. The primary function of TORO is to safeguard the Rain village and country against the Ameonna (rain women yokai) who are numerous beyond the village's gates. TORO hunts down, tames, and slays Ameonna that attack the village or other areas around the Rain Country. TORO's signature tool against the Ameonna are lanterns that when chakra is applied to them are able to weaken their Ameonna targets. The lanterns are also capable of blinding human targets. TORO also tracks rogue shinobi from Amegakure and returns them to the village before turning them over to KASA custody for interrogation and hypnosis. When TORO agents need to perform an execution on missing-nin and citizens they summon crows to devour the corpses. TORO are the foremost experts on the Ameonna and are frequently consulted by civilians. Because TORO play an essential role in protecting Rain citizens from Ameonna they are considered heroes and a career in TORO is highly prestigious. The uniforms that TORO agents wear are crow masks and black robes while carrying lanterns and summoning crows to aid them against Ameonna and missing-nin. All TORO are given a standard-issue lantern for free, more information below.

The Bastion is a gatehouse near the entrance of the village at Amegakure's gates on the Ring Lake. The fort is surrounded by and filled with lanterns for both decoration and function. This powerful stronghold was once used as a fortress to protect the village from invasion from land armies but has been repurposed by the first Amekage to help defend the village from the newly emerging Ameonna. TORO agents are trained and lodged in this building and use it as a staging point for their operations. The Bastion is also strategically placed so that TORO agents can enter and exit the village through this fort instead of using the main gates. No others are allowed to use this entrance and exit with its own drawbridge across the Ring Lake.

Description: The signature weapon and tool of TORO is the lantern from Demon Lantern Hollow. Every TORO agent is given a lantern for free and it is used to weapon the Ameonna yokai. It can also be used against human targets, particularly missing-nin from Amegakure. This lantern is eleven inches tall and appears to be a glass eastern-style lantern. The color of the lantern's light is usually a light purple but the overall coloring and design of the lantern itself can be styled by the individual TORO agent. Lanterns are considered auspicious in Rain Country culture for keeping evil spirits away from the home.

The TORO agent applies an X-Rank amount of chakra to the lantern in their hands before releasing a blaring light up to 20 feet per rank of the technique. If the light comes into contact with an Ameonna yokai, the Ameonna receives burns tiered to the rank of the technique. Additionally, if this light comes into contact with a human target then it can inflict tiered blindness per rank of the technique.

The user channels chakra to create another bright light that once activated completely neutralizes the sight sense of any and all genjutsu cast on the user. This is especially useful in navigating through the genjutsu techniques used by the Ameonna. Additionally, enemy targets who look at the light experience tiered blindness based on the rank of this technique. The light lasts for [2] posts per rank of the technique.

Honoka walked with the lantern until she managed to get the same chakra surge as before that generated the light she needed. The lantern passively exhibited a purple light, but with her chakra, it became more of a blue-purple. She was stopped in front of the building as she examined it more closely to see if there was a visible property of the lantern that gave it the brightness that harmed ameonna. A shriek interrupted her train of thought, however, and she looked to see a man being attacked by an ameonna. Honoka leapt into action. She swung the lantern in front of herself as her chakra entered it, exploding outwards at the ameonna and blinding the rain hag. The ameonna cried out as steam rose from its face, evidence of the burns that the lantern could inflict. The man didn't cower like she thought he might but rather scrambled away to stand behind Honoka. She was thankful he hurried out of her way so that she generate a huge gust of wind the blow the ameonna off her feet and into the sky at a trajectory that would certainly land her in the lake. "Well, that's that, then," she said as she hooked the lantern on her belt and patted her palms together. "How did you do that?" The man asked once he'd gathered his wits. She turned to him, looked back to the sky where she'd lost track of the ameonna, and turned back to him. "Ah, well this lantern has some properties about it that affect the ameonna specifically."

"Can you teach me?" She grinned. "I would love to. I think it'll be good to have some people trained with this lantern so that we can keep the village safe from the natural predators in the country." With that, she took the opportunity to run him down on the abilities of the lantern that she had discovered thus far. She used some techniques with the lantern and its brightness gathered the attention of other citizens who were tired of ameonna attacks. She showed them as well and spent much of her day demonstrating its abilities, gaining some awe from the crowd. As night grew closer, Honoka realized it would make a lot of sense to turn the empty building they were at into a hub where people could grab lanterns and be trained in them so they could protect themselves and others from the ameonna. She set some of the crowd to work in clearing up the building and making it homely. Then, she took her leave.

Honoka handed over the charter to the cloaked person manning the front desk in the Bastion. "These are from Him directly," Honoka explained. "Inside is all that's necessary for TORO. And he's having me go outside the village to begin patrolling the ameonna, so do your best to orient any newcomers, alright?" Her controlled attitude broke into a smile when the cloaked person nodded. Honoka was glad that things seemed to be in good hands. She took one last look at the room before body flickering away.
