If you have a laptop, you'll probably need to set the keyboard language to the specified language and work from there.
Start > Control Panel > Regional and Language Options

Yeah, I have a laptop like monochan, but I wouldn't think that would have to do with why I'm seeing nothing but questions. confused

A good program for Windows that can assist with the accents is AllChars. Or, if you are using Firefox, then Zombie Keys works well.

Thank you so much, accents can be a bit of a bother sometimes, because without the accents words could mean very different things. This thread should be sticky'd, if it's not already. This is very helpful!!!

On my computer, all the special symbols are either ? or a box. Does anyone know how I can change this?

The symbols don't show up on my computer either, but that's because I'm using the unicode encoding, which works the best for me. If you're having trouble seeing the symbols change the encoding in your browser.
