I think perhaps you should include a little more on the actual process of the transfer. As an example, 1. The buyer and seller should meet up, preferably with an instant messaging program (because of time limitations on mail and posts here.) 2. They may also want to meet up at the address in towns (this can be used for instant chat as well, but some find the chat log bothersome while trying to navigate towns.) 3. Then walk one block away (in the direction that will put them closest to the house when they return.) 4. The seller should open up the Housing Commission, in another window and prepare to "relocate," which will vacate the lot. 5. The seller should count down for the buyer until the second they hit the final relocate button. 6. The buyer immediately enters the block and claims the house. 6a. If the buyer enteres the lot too early, they will not see the sign and should immediately leave the block, then immediately return. 7. The seller may also want to be present in towns to confirm that the buyer is the one who actually got the house. 8. Congratulations and confetti tossing and such! lol
Also be wary of those who stalk the lot auctions and run up the price, buying several lots for themselves and their mules so they can resell them at even higher prices. I've seen this happening a lot lately and it seems rather unfair given that the lot was obtained for free by the original seller and the admins have promised more lots will be coming. This practice is what I would consider to be "price fixing" and borders on scamming (but that part is just my opinion. heh)
